There are 18 lock and dams on the Arkansas River, 5 in Oklahoma and 13 in Arkansas, which have created some of the best
fishing areas in the country. Backwater Areas and old Oxbow lakes fed by the river
are stocked by the Arkansas Game & Fish Commission with sport fish such as
bass, crappie, catfish and bream, along with natural spawning of these
species make the river a popular fisheries.
Thirty-seven public access
points in Arkansas provide easy river
entrance. The river is managed managed by the U.S.
Army Corps of Engineers.
Striped Bass can be found along the entire 320-mile length of the Arkansas River
in Arkansas, from the river’s mouth below the Pendleton Bridge to Fort Smith
on the Arkansas/Oklahoma border.

Legislation authored and passed by U.S. Representative Mike Ross to
officially rename lock and dam number
five of the McClellan – Kerr Arkansas River Navigation System as the
Colonel Charles D. Maynard Lock and Dam, was signed into law July 16, 2008 by
President Bush.
“I am proud my legislation to honor Colonel Charles Maynard’s life and
career has been signed into law,” Ross said. “Colonel Maynard’s lasting
impact and dedication to Arkansas’s waterways will forever be remembered by
the designation of the Colonel Charles D. Maynard Lock and Dam. I would also
like to thank my colleagues in Arkansas’s Congressional Delegation for
joining me to pass this legislation.”
Ross’ bill, H.R. 781, became Public Law No: 110-263. The Colonel Charles D.
Maynard Lock and Dam is located on the Arkansas River Navigation System near
Redfield, Arkansas.
Colonel Charles D. Maynard oversaw the Arkansas River Project in the early
1960s, which at the time was the most substantial and largest civil works
project ever undertaken by the Corps of Engineers. At the same time, Colonel
Maynard also oversaw the construction of the Greers Ferry Dam and the Beaver
Dam on the White River in Arkansas.
Colonel Maynard promoted the development of waterborne transportation in
Arkansas and was appointed by three governors to the prestigious Arkansas
Waterways Commission, where he served for 21 years. He also served as
Chairman and President of the Water Resources Association of America,
President of the Arkansas Basin Association, and he was a member of the
Arkansas Basin Coordinating Committee. Colonel Maynard’s work was also
recognized through his induction into the
Arkansas River Hall of Fame.
U.S. Representatives Marion Berry, Vic Snyder and John Boozman were original cosponsors of Ross’ bill, and U.S. Senators
Blanche Lincoln and Mark Pryor who were instrumental in helping pass the
legislation in the Senate.
The Army Corps of Engineers performs as one of the Army's major commands and
is assigned three broad missions: Military Programs, Civil Works, and
Support For Others. The Civil Works mission, overseen by the Committee on
Environment and Public Works, is established and modified on a regular basis
by the Congress through WRDA.

Mike Ross, U.S. Representative from Arkansas's 4th
Congressional District has successfully secured
$40,516,000 for the McClellan-Kerr Arkansas River Navigation System in the
Fiscal Year 2010 House Energy & Water Appropriations Bill. The bill passed
the full U.S. House of Representatives July 16.
Four hundred and forty-five miles long with 18 locks and dams, the
McClellan-Kerr Arkansas River Navigation System is a reliable, year-round
waterway into the Southwest. Essentially a series of navigation pools
connected by locks, the waterway enables vessels to overcome a 420-foot
difference in elevation from the Mississippi River to the head of navigation
at Catoosa, Oklahoma. Ross said the funds will be used for construction of a
12-foot channel in southeastern Arkansas as authorized in the Energy and
Water Development Act of FY2004.
“Protecting and improving our nation’s important infrastructure and
waterways is one of my top priorities in Congress,” said Ross. “I am proud
to have helped secure this investment, which will go a long way toward
ensuring our area’s navigation system is up-to-date and can facilitate
economic growth in the region.”
Ross pledged his support to continue fighting for these important
infrastructure dollars as they move through the appropriations process.
Upon passage of the Energy & Water Appropriations Bill in the Senate, the
measure will then go to a Conference Committee of House and Senate members
who will work to combine both Chambers’ bills to form a Conference Report.
Upon passage of the Conference Report by the full House and Senate, the
final bill will then be sent to the President to be signed into law.
